Dr. Shinair K. Francis is an educational leader, strategist, and founder of Educator Empowerment Center, LLC. With nearly two decades of experience in education, she has served as a teacher, instructional leader, and system-level leader within the largest school system in America. She holds a Doctor of Education (Ed.D.), a Master's Degree from Teachers College, Columbia University, and a Master of Science in Educational Leadership and Administration.

Throughout her career, Dr. Francis has led innovative initiatives focused on professional learning, leadership development, career-connected learning, and organizational capacity building. Her work has supported educators, school leaders, community organizations, and students, helping them translate vision into sustainable action. She is also the creator of professional learning frameworks and programs designed to strengthen leadership, implementation, and educational outcomes.

As the founder of Educator Empowerment Center, LLC, Dr. Francis partners with schools, nonprofits, and community organizations to design customized professional learning experiences, develop leadership capacity, and support strategic implementation efforts. Through EEC, she helps organizations build the systems, partnerships, and internal expertise needed to create lasting impact for the communities they serve.
